I need to scan some large architectural wall corbels and carving from a stone buildig
is there a way I can do this with a laser with out a ref corner..the object is 1meter in heigh and 2 stories
up ...... is a hand held scanner unavailable ..that allow calibraton
ref mark to applied to the object.

you can't use David as "hand held" scanner and move it all around the object during the scanning process. But you can create your own frame, a rig that keep freezed the relative positions of camera and the laser/projector. If you calibrate the system the first time and then don't move the camera or the beamer (and don't change focus), you can place the scanner where you want around the object. Take a scan, then move the system and perform an other scan. And go onthis way in order to survey the entire surface.
You could consider this a "slow motion" or "step by step" hand helded scanner ;-)

Are the software developers working on new software to allow for a handheld diy system....
that users can build and use this new adopted technology.... to implement a hand held system.
I hope many more users request and show interest in this feature.

No, they don't intend to develop a hand held scanner in the near future.
But why not to try as Mattia suggested above? Build your own scanner (camera and LED projector at one rack) and mount it on a tripod. Place latter on a liftable platform.
